STUDENT COUNCIL ALLIANCE OF THE PHILIPPINES
The Student Council Alliance of the Philippines
[SCAP] is the largest formation of student councils, student governments,
student political parties and organizations in the country representing
more than 30 chapters and 150 campuses nationwide. We have been actively fighting for change all
over the country for more than 15 years now. SCAP was founded in 1996 in Cebu
City, Philippines.
SCAP aims to further
capacitate the student councils and leaders to develop their knowledge, skills
and attitudes towards effective student governance and empowerment. Through
balance of campaigns, activities and services, SCAP aims to increase the awareness
of the youth on sectoral and social concerns, skills development to supplement
the leadership and institute values formation with focus on inter-sectoral
solidarity and respect for cultural diversity.

The SCAP
Congress, a 4-day event, takes place every two years to gather allied student
political parties and student councils in a venture to welcome new members, to
reaffirm the organization’s guiding principles, to report the accomplishments
of the previous leadership, and to elect the new leaders of the organization.
Forums and
conferences also make up a big part of the Congress. The campaigns joined and
spearheaded by SCAP, such as: Youth against Pork, Students’ Rights and Welfare
Bill, and FOI Bill are highlighted in these events.
However, the
main focus of this year’s Congress is on the devastation of Typhoon Haiyan in
Southern Philippines and the rehabilitation work that SCAP and allied
organizations can provide for. Thus our theme: #BuildBetterTogether.
STUDENT COUNCIL ALLIANCE OF THE
PHILIPPINES is
one with these efforts, to be part of the rebuilding efforts of the Visayas
Region by involving youth leaders to be proactive towards the cause. As first proof of SCAP’s commitment to
our student-brothers and sisters affected by the calamity, the organization
will adopt an elementary school in Estancia, Iloilo on the 4th day
of the Congress.
The 9th Congress is more than just a
leadership and capacity building event rather it is an avenue to help our youth
leaders commit and to build a deeper sense of nationalism and to awaken the
spirit of Bayanihan and Unity in this generation because together we can build
a better country.
